Construction Management Plan - 建设管理计划
在Council的DA Condition里,通常都会有一条关于Construction Management Plan的条款限定。该条款要求在开始demolition之前,需要将Construction Management Plan递交给Council审批。若在获得DA后,开发商自行找人拆除现有土地上的房屋,则一定需要先递交再拆除,否则违反该条款会被处以罚金(每违反一条condition处罚约一万多澳币)。做拆除的sub-contractor不会帮助开发商递交这份Plan,需要开发商找Town Planner来递交给Council。如果开发商已经找到了项目的builder,且由builder来做demolition,则builder应该负责递交Construction Management Plan。
QLeave
QLeave is the official Portable Long Service Leave Authority. QLeave administers the portable long service leave scheme for Queensland's building and construction industry. Portable long service leave is the paid leave given to workers for service to the building and construction industry rather than continuous service to one employer.
The portable long service leave scheme is funded by a levy imposed on the total cost, whether direct or indirect, of building and construction work in Queensland costing $150,000 or more (excluding GST). The levy is paid in conjunction with the Building and Construction Work Health and Safety (Queensland) levy and the Construction Skills Queensland levy.
Currently, the combined levies is 0.475% of the total cost of the building and construction work which equates to four dollars and seventy-five cents for every thousand dollars (or part thereof). Of this, $1.25 is paid directly to Workplace Health and Safety Queensland and $1.00 is paid to Construction Skills Queensland to provide industry training. The remaining $2.50 is invested to provide ongoing funds for long service leave entitlements.

在完成Invoice支付后,QLeave通常会再发送一张Payment Receipt。若没收到,请发电邮至levies@qleave.qld.gov.au所要收据。
在遇到大型项目时,QLevae会按照多个BA的顺序分阶段支付。因为levy是根据每个BA阶段的建筑造价来计算的,所以需要与建筑商沟通确认每一阶段的建筑造价。
为了减轻QLeave的支付压力,开发商可以选择将每个BA阶段的levy分两次支付。譬如,某BA的建筑造价为1000万,则理论而言开发商需要一次性缴纳4.75万的levy。那么在填写此BA的QLeave在线申请表时,可以先告知QLeave这个阶段的建筑造价为500万,并支付2.375万的levy。在这个BA阶段结束前,发电邮给QLeave说明此阶段BA的建筑造价上涨至1000万,QLeave便会给您发送一张更新的invoice以补齐应缴的levy。
